会议通知

为了进一步促进国际空间法律与政策的研究和交流，推动空间法学科发展，拟定于2023年11月4日在北京召开“2023新澳门原料网站第四届空间法国际研讨会暨空间技术和平利用（健康）国际研讨会空间法论坛”。会议主题为“世界大变局下的外空全球治理”。会议将邀请相关国际组织、国内主管部门、航天企事业单位和科研院所的领导、同仁及国内外知名学者与会。

一、会议主题：

1.外空安全与外空军控法律问题

2.外空资源开发与利用法律问题

3.空间交通管理与协调法律问题

4.临近空间与亚轨道法律问题

5.外空活动长期可持续性问题

6.低轨巨型星座法律规制问题

7.载人航天法律问题

8.外空国际合作法律问题

9.外空商业化利用法律问题

10.外空争端解决机制法律问题

二、会议论文要求

会议将根据专家提交的论文或论文摘要安排会议报告，会议入选论文将正式出版在《中国空间法年刊》或推荐发表在《2023新澳门原料网站学报（社会科学版）》，论文语言为中文或英文。

论文或摘要截稿时间：2023年10月16日24:00。

格式与字数要求：注释体例采用脚注形式，字数以八千至一万五千字为宜，但根据研究需要不做严格限制。作者简介请以脚注形式置于首页。

征文投稿方式：请将word版稿件发送至会务组专用邮箱bitspacelaw@126.com，并在邮件主题注明“北理工第四届空间法国际研讨会征文：作者+单位+论文主题”。

本次研讨会将设立“国际和平联盟（太空）空间法优秀研究成果奖”，包括一、二、三等奖，并颁发奖金和证书。

The Fourth BIT International Symposium on Space Law

& Space Law Forum of the 2023 International Symposium on Peaceful Use of Space Technology (Health)

Call for Papers

For the purpose of promoting the research and academic exchange on international space law and policy, as well as the development of the discipline of space law, the School of Law at Beijing Institute of Technology (BIT), the BIT Institute of Air and Space Law and Policy, and the International Peace Alliance (Space) will hold the fourth BIT International Symposium on Space Law & the Space Law Forum of the International Symposium on Peaceful Use of Space Technology (IPSPACE) in Beijing on November 4, 2023. The theme of the symposium is “Global Governance of Outer Space under the Profound Changes of the World”. Related international organizations, government agencies, aerospace enterprises, academic institutions and internationally-renowned scholars will be invited to participate in the symposium.

1. Legal Issues of Outer Space Security and Arms Control

2. Legal Issues Concerning the Development and Utilization of Outer Space Resources

3. Legal Issues of Space Traffic Management and Coordination

4. Legal Issues of Near Space and Suborbital Flight

5. Legal Issues Concerning the Long-Term Sustainability of Outer Space Activities

6. Legal Issues Concerning the Regulation of Large Satellite Constellations

7. Legal Issues of Manned Space Flight

8. Legal Issues of International Cooperation in Outer Space

9. Legal Issues Concerning the Commercial Use of Outer Space

10. Legal Issues Concerning Dispute Settlement Mechanism in Outer Space

II. Requirements of Conference Papers

Conference speeches are to be arranged according to the papers or abstracts submitted by scholars. Selected papers will be published on the Chinese Yearbook of Space Law, or recommended to the Journal of Beijing Institute of Technology (Social Science Edition). The language of the papers is Chinese or English.

Deadline for the papers or abstracts is 24:00 on October 16，2023.

Format and length requirements: the annotation style adopts the form of footnotes, and the length should be 8000-15000 words, but it is not strictly limited according to the research needs. Please put the author's profile on the front page in the form of footnote.

Way to submit: please send the word version of the papers to the mailbox of the conference affairs group: bitspacelaw@126.com. The title of the e-mail should be marked with “Paper for the fourth BIT International Symposium on Space Law: Author + Organization + Paper Title”.

The symposium will set up the " International Peace Alliance (Space) - Space Law Excellent Research Award", including the first, second, and fourth prize, and money prize and certificates will be awarded.
